Managed under Content > Sections > Alerts. The section is a free-form content area, so you can add any text, images, buttons, etc into the Content field of the section.

The "show pop-up" check box will turn on the special announcement pop-up for your homepage. This will be cached, so once a user has viewed the homepage, it will not re-appear each time the homepage is visited.
