The alert pop-up is managed under Content > Sections > Alert Message.

Within this section, the "background image" field controls the top image, and the "content" field controls the text area. The "content" field is a full editor, so you can add titles, text, links, buttons, etc.

The "hide" check box can be used to remove the pop-up from your homepage.
