To turn off, turn on, or edit the header bar alert, you will go to Content > Link Lists > Alert Bar

To turn the alert off, simply remove the link by clicking the trash can icon next to the link info

The Name will control the link text, the Link will control where the text links, and the Description will display the alert text. You can add an icon to the Icon Class field from your icon font here.
