Navigate to CONTENT > LINK LISTS >"Top Links"

The "Name" field sets what text will appear on the site, the "Link" field allows you to choose where on the site you'd like to link the user to. 

Note: The top links display inside your main navigation window on smaller screens.  On larger screens these links will display to the right of the logo in the header area.
