The scheduled alert bar is managed under Events module (Events > Events).

The alert event needs to be assigned to the "Alert Bar" category.  If an event is assigned to this category and the start and end date/time falls within the current date/time, the alert ba will show the summary field as the alert text, website field as the url and title field as the link. 

If the user lands on the site before the start or after end of event, then the default Alert Bar link list is used.
